Jesus is telling the Jews that the law allowing Jewish men to divorce their wives for any reason was wrong. You can see clearly that v. 31 does not end with a period and continues into v. 32.I do not mean to tell you the significance of this point, but it is a good example of why we shouldn't just pick out a verse from its context. !
